(1) The Central Committee and the District Committee may appoint the necessary number of staff. At the request of the Central Committee, the Government of Nepal may appoint a gazetted employee to the post of office secretary for the period until such appointment.

(2) Notwithstanding anything written in sub-section (1), the District Committee shall obtain the approval of the Central Committee before appointing employees.

(3) Arrangements regarding remuneration, service conditions and facilities of employees appointed as per sub-section (1) shall be as prescribed by the Central Committee.
